Games can be purchased at Xbox Stores in Hungary using any debit card without using a VPN. Naturally free cards will work best i.e. Revolut etc
Go to the corresponding game page in the Hungary store and click on the blue 'Buy' link and log in using your usual French account, you will first be asked to create an account address for that region if you do not haven't already configured one.
