Limited traffic zone in Paris: here are the rules of the measure implemented this Monday
After several postponements since its announcement in May 2021, the decree published this Thursday, October 31 by Paris town hall prohibits transit traffic in the first four arrondissements of the capital. In other words, those who use these places as a shortcut or passageway, without it being their final destination.
Here's what you need to know about the Limited Traffic Zone
The measure is part of the campaign commitments of the mayor of Paris, Anne Hidalgo, who wishes “liberate public space” and reduce pollution while ZFE radars will arrive in the capital and that the ring road was limited to 50 km/h. It follows other European capitals such as Madrid, Rome or Milan.
The ZTL, of approximately 5.5 km², will only be accessible to certain vehicles: emergency services, buses, taxis, people with reduced mobility, residents, workers in the sector and users with a specific destination within the perimeter (appointment medical, leisure, shopping).
The final perimeter was co-signed with the police headquarters following complicated negotiations. Areas initially planned were excluded from the ZTL: the neighborhoods between Boulevard Saint-Germain and the Seine on the left bank, the Îles de la Cité and Saint-Louis, as well as the high quays on the right bank.
A measure to reduce pollution
According to an impact study by Paris City Hall, the ZTL will significantly reduce “substantial” traffic on the busiest routes: -30% avenue de l'Opéra and -15% boulevard de Sébastopol.
Improvements are also expected in terms of noise pollution and air quality, with an expected drop in nitrogen dioxide concentrations: -15% avenue de l'Opéra and boulevard Henri IV and -10% boulevard de Sébastopol.
Faced with questions from transport and logistics organizations in Île-de-France (Gatmarif) about access conditions and supporting documents, Paris City Hall is planning an initial educational phase before controls and fines. A system of resident cards and online self-declaration will be put in place.
