How to get steam points?
For each of your purchases on Steam, you will receive a number of steam points corresponding to the amount spent previously converted into US dollars (USD). You will not receive points for the addition of funds to your Steam wallet or purchases on the Steam community market.

No. All items in the points store belong to you for good and can be used without any restrictions.
Can I sell or exchange items that I get in the points store?
No. All items in the points store are linked to your account and cannot be transferred to other accounts.
