For years, Canal+ and other beneficiaries collided with an administrative wall: to block copies or “mirrors” of pirate sites, including those related to theIPTV illegal, the Arch required a non-appeal certificate. A seemingly legal formality, but which could delay the execution for several months, leaving fraudulent platforms time to prosper. The Council of State has just ended this requirement, and it is a turning point.

Canal+ can now have pirate sites blocked faster: what the decision of the Council of State changes

It is a clear, almost technical victory, but with very concrete effects. On July 4, 2025, the Council of State decided: the Arcom was not allowed to demand a non-appeal certificate to extend a pirate site blockage to its mirror versions. This formality, so far imposed on the beneficiaries as Canal+, is now deemed illegal.

In fact, this means that courting decisions in terms of hacking benefit from provisional execution. In other words, as soon as a pirate site is condemned, its clones can be added to the blacklist without waiting for several months, and therefore blocked almost in real time. Radical acceleration for a sector where responsiveness is the key.

The dynamic injunction procedure, implemented in 2021 to combat the rapid proliferation of pirate sites, thus finds all its effectiveness. No need to go back to a judge or wait for a certificate. The beneficiaries can provide the Arch the new fraudulent URLs, which transmits them to the ISP for blocking.

It is a discreet, but capital change. He marks the end of a cat and mouse game between rights holders and illegal platforms, where every day of latency played in favor of pirates. Canal+, on the front line on premium sport and cinema, can now act without delay.
