The Vitale card application becomes available this November 18, 2025 throughout France, after several months of tests carried out in part of the country. Until now limited to pilot departments or users with a digital identity certified via France Identity, it is now open to 28 million additional policyholders.

The objective here is to have your health proof permanently in your pocket, to facilitate medical procedures, to limit losses or omissions, and to be part of a progressive modernization of official documents, already started with the identity card and driving license. However, it does not replace the plastic card, which is still essential as long as health professionals are not all equipped.

A simple procedure, but which can get stuck

The app can be installed on recent Android or iPhone smartphones, provided you are affiliated with Health Insurance and have reached the minimum age required. To confirm one’s identity, two paths are offered: via France Identity if you have an electronic identity card, or through a registration process including facial scanning and photo of the identity document, which can prove complicated with a capricious device.

Once activated, the mobile version generates a QR code or can operate via NFC, allowing professionals with a compatible terminal to access the information necessary for support. The insured can thus monitor their health expenses, retrieve supporting documents and, secondly, temporarily delegate their access to a trusted person. Access, however, requires double authentication, and only essential data is kept locally, in accordance with European rules.

The challenge of the digital divide

Even if nearly two million users had already taken the plunge before generalization, a large proportion of medical practices and pharmacies do not yet have the compatible tools, which limits the immediate interest of the device. This deployment also raises the question of access for audiences less familiar with digital technology, particularly seniors, while a significant portion of the population is not entirely comfortable with digital technology. Faced with these obstacles, Health Insurance reminds that the plastic card remains fully functional and must continue to be kept.
