The player embodies Sam Fisher, an agent of the National Security Agency undergoes, Third Echelon. The third level consists of many SPLINTER cells. He has the support and resources of the main American intelligence agencies, but will never be recognized by the United States government. If a cell in the third Echelon is captured or compromised, the government will disavow all knowledge of its existence and the remaining members will disappear.
Fisher is inducted in the third step with a first important mission.
