Up to € 420,000 fine: illegal telephone canvassing in the DGCCRF viewfinder

A true scourge of recent years, especially when it comes to energy renovation and other subjects of the same ilk, illegal telephone demarchage is on everyone’s lips and in all smartphones. Despite many approaches to limit the phenomenon, such as lists Blocktel or various prohibitions (authorized call times, request for consent beforehand …), many French people always receive several calls of the genre per week, even per day.
However, the Directorate General for Competition, Consumption and the Suppression of Frauds (DGCCRF), which depends on the Ministry of the Economy, may well have found the parade: typing in the portfolio of companies that do not respect the law.

€ 75 fine per call
On social networks, the DGCCRF has been resorting to the “Name & Shame” method for a few months. Translation: Exposing in the eyes of all companies that do not follow the rules, as well as the fines they have received. On July 17, 2025, for example, the SAS CB Performance thus collected a fine of € 253,275 for 3,377 abusive calls for canvassing in the energy renovation sector. So it’s € 75 per call. In May, Action Eco Habitat saw herself claiming € 419,950.
⚠️ The DDPP31 pronounces a fine of € 253,275 against the SAS CB Performance at the origin of 3,377 abusive calls for telephone demarchages within the framework of the energy renovation of housing, in violation of the sectoral prohibition.

Other posts of the same ilk show that several fines with various amounts have been established in recent months. According to the DGCCRF, which underlines the effectiveness of this measure to deter fraud, 5,000 checks were carried out in 2023 around abusive canvassing, for a total of 4 million euros fine. In 2024, while waiting for certain sanctions to be validated or not, 6,200 establishments were checked, for already 2.3 million euros fine.
Towards a total ban on illegal telephone canvassing
Recall that from August 11, 2026, the ban on canvassing calls, for the moment limited to the sectors of energy renovation and the adaptation of housing to disability and the elderly, will extend to all sectors. Calls will then only be authorized for current contracts or with the explicit consent of the consumer. Maybe the end of the tunnel?
