He indicates that the official WhatsApp account (whose veracity is ensured by green badge) has been added within your conversations with your loved ones. This account behaves like any other, with the presence in particular of stories (not functional with us elsewhere). It is however impossible to write to him, communication is only done in a sense. Like any contact, this account can be deleted, archived or even blocked so as not to see it (by remaining supported on it or via the three points in the conversation).

Note that this WhatsApp account is different from the one that can be followed in the Actus tab. The first message sent by this account does not reveal a novelty, but reminds that the conversations in the Meta instant messaging service are secure since encrypted from start to finish.
