The shock seems very real. But without formalized procedure, without specific reflex, the case remains a dead letter. The question is not here to know if the bites are proven, but how to report them immediately and effectively, so that a doubt can become exploitable proof.

Despite their respective qualities, none of these applications is today linked to an emergency medical protocol, a hospital base or an automated legal circuit. Clearly: they protect, they document, but they do not activate an institutional response. And that is the whole problem. A report, as precise as it may be, often remains without follow-up if he does not find takers in the early hours.
In the hospital, everything is based on the victim
In the event of a suspicious bite, it is recommended to go to emergencies without delay, without changing or urinating, in order to maximize the chances of toxicological detection. A medical protocol can then be activated: it provides photographs of the injection site, biological analyzes and useful medical documentation in the case of a judicial result.
But this protocol, in fact, often depends on the capacity of the victim – or his relatives – to initiate him. In the tumult of a festive event, this reflex is rarely immediate. It is however one of the only ways to constitute an exploitable medico-legal basis. A digital tool could support each stage of this channel: alert, guide, record. This type of gateway does not yet exist today.
Festivals that react alone, for lack of national framework
Certain events have taken the lead, such as the La Paille Festival, which has set up Safe Zones with trained staff, or the fan zones of the Paris 2024 Olympic Games, with secure reception points supported by the Paris City Hall.

But these initiatives remain punctual. Each has its own organization, without national coordination, official protocol or uniform monitoring platform. In the absence of a common framework, everything is based on the commitment of local organizers and their means, rather than a structured and standardized response.
A public, centralized, interoperable solution?
France already has the technological bricks necessary for a unified reporting system. Between France Identity,, My health space And the public APIs available, several experts believe that a centralized platform would be technically possible. An alert triggered via app, SAFER or other could, in theory, generate a unique identifier, transmit encrypted data to a medical center and initiate a follow -up procedure … If the idea is not technical on the technical level, it remains absent from current political priorities. In the absence of such a device, it is still up to the victim to ensure the activation of each link in the chain alone.
The only immediate protection is anticipation: to install a confidence application, to know the right gestures, to go to the emergency room, to eliminate anything, to take a photo and file complaints, evidence in hand.
