In March 2025, the Financial Times reported that Brussels was working to strengthen consumer protection in the face of e-commerce giants-in particular those with ultra-competitive prices like Temu, shein or Aliexpress. The newspaper now reports a European Union project aimed at taxing € 2 for small orders shipped from China.

4.6 billion is the number of articles imported by European homes. Nine out of ten packages come from China. Faced with this increasingly important influx, which strongly increases the costs of border control, the European Union must react to Temu, Shein and Company.
This is how the European Commissioner for Trade Maroš Šefčovič, decided to submit a project to compensate for the handling costs caused by small packages.
Having consulted the project of proposal from the European Commission, the Financial Times reports that fees of € 2 would be applied to purchases delivered directly to consumers, compared to € 0.50 for products sent to warehouses.
Part of the revenues would cover the cost of customs controls required by the growing volume of imports stimulated by low -cost retailers, while the rest of the money would go to the European Union budget.
“The huge parcel influx… represents a completely new challenge: that of control, security, to ensure that the standards are correctly verified”explains Maroš Šefčovič. A statement that directly responds to the desire for the EU of more seriously control Chinese products, often dangerous and not in accordance with European requirements.
It remains to be seen whether these efforts will really strengthen customs controls – without excessively slowing online trade or penalizing consumers.
